In June 2026, Aroturuki Tamariki released their second annual report on outcomes for Māori after experiences of the care and protection system for children between 1 July 2024 to 30 June 2025.
The report has found that current outcomes must improve - and we are committed to playing our part and working with our partners to deliver.
Our response including details of our work programme to improve outcomes is in our statement below.

Statement from Amanda Malu
Chief Executive of Oranga Tamariki
"Oranga Tamariki acknowledges the findings by Aroturuki Tamariki | Independent Children’s Monitor in its second report Outcomes for tamariki and rangatahi Māori and their whānau in the oranga tamariki system.
"Tamariki and rangatahi Māori are overrepresented within Oranga Tamariki statistics.
"As the new Chief Executive for Oranga Tamariki, I want to make sure we’re doing everything we can to better support tamariki and rangatahi Māori in our care. This starts with ensuring we respond to concerns about tamariki and rangatahi Māori within the expected timeframes. We know there is room for improvement, and this is a priority for me and I am setting this as an expectation for the organisation.
"At the same time, we know there is more to do to prevent children coming into care in the first place. Strong Iwi and Community partnerships are key to this prevention, and we are working closely with our iwi and strategic partners to support and work alongside whānau in their regions.
"As the ICM report outlines these partnerships can have some impact through reducing Reports of Concern and re-referrals and it is important that this work continues.
"Improving outcomes is also a shared responsibility across the children’s system agencies. As the report shows, improving outcomes for tamariki and rangatahi Māori requires a whole of system response and Oranga Tamariki cannot do it alone.
"We are also committed to building on the work already underway in response to the Dame Karen Poutasi Review and the Oranga Tamariki System Action Plan to deliver better coordinated supports to whānau, tamariki and rangatahi Māori."
